2026 Founders' Grant Recipients

CLEVELAND - The Minority Opportunities Athletic Association (MOAA) is pleased to announce its 2026 Founders' Professional Development Grant recipients. The grant awards $1,000 annually to selected MOAA members, chosen by the awards committee. The recipients of this year's grants are Naiya Daice, Central Intercollegiate Athletic Association (CIAA), Albert Jones, Lock Haven University, and Quenton Moore, University of Arkansas at Pine Bluff.
 
Naiya Dalce - Central Intercollegiate Athletic Association (CIAA)
Naiya Dalce serves as the coordinator for championships, compliance, and governance at the CIAA. She brings a dynamic blend of legal expertise, leadership, and a strong passion for collegiate athletics. In this role, she supports championship operations while helping uphold compliance standards and governance policies that reflect the CIAA's commitment to integrity and excellence in student-athlete support. Dalce has gained diverse experience across sports law and administration through legal internships with Alcon Laboratories, Inc., Rise HBCU, and the USPTO Clinic, where she developed a foundation in regulatory analysis, compliance practices, and organizational governance.
 
Albert Jones - Lock Haven University
Albert Jones was named the director of athletics at Lock Haven on May 15, 2025. Jones has played a vital role in strengthening engagement with alumni, supporters, and community partners while driving revenue growth through new business sponsorships and strategic partnerships. He has been instrumental in enhancing the game-day experience by expanding concession services, improving tailgating opportunities, increasing social media marketing efforts, and developing collaborative promotions with local organizations. From July 2021 to August 2024, Jones served as Commonwealth University's Chief Diversity, Equity and Inclusion Officer, leading campus-wide initiatives to foster an inclusive culture and advance equity across programs and operations.
 
Quenton Moore - University of Arkansas at Pine Bluff
Quenton Moore serves as assistant athletics director for external operations at UAPB. Moore provides strategic oversight for several critical areas, including ticket sales, creative services, fan engagement, and game day operations. He leads departmental initiatives to enhance brand visibility by directing social media strategy, developing innovative fan-interaction programs, and executing integrated marketing campaigns that support revenue growth, attendance increases, and community engagement across all sports. He also spearheads creative campaigns for season tickets, mini-plans, group sales, tailgating experiences, and on-field premium seating options. He provides strategic direction for fan engagement programs led by student leaders, including the Lions Cub Club, and the department's mascots, Legend and Reign.
